You can put 'enabled=0' in the repository statements for each of the 
repositories you'd like to disable.

You can enable yum to work from the CD by changing the 'fedora' 
repository to look something like this:

[fedora]
name=Fedora $releasever - $basearch
baseurl=file:///media/cdrom/
enabled=1

(I believe this is right, but I'm doing this from memory.)
