It's already been solved.
It was a BIOS-GRUB hard drive mapping issue.

I.e., he installed Ubuntu to the USB which was the 2nd hard drive from
the standpoint of the BIOS.  The 1st hard drive is Debian, from the
standpoint of the BIOS, when Ubuntu was installed.

He then rebooted and changed the BIOS order to boot the USB hard drive
first.  GRUB took issue with that.  The workaround he used was to change
GRUB's mapping.

An alternative option I presented was to leverage the Debian install's
GRUB to chain load the USB, which would work for when the 1st hard drive
with Debian is setup to boot first in the BIOS.
