[wplug] downtown WiFi

There are only a few alternative methods to provide a
community service such as WiFi. One, people
voluntarily choose to provide it, expecting no
recompense other than goodwill. Usre groups and coffee
shops and other entities often choose to do this. Two,
the government forces some people to pay for a benefit
which is enjoyed by others. Three, users pay for what
they get.

Let us not disparage those who expect people to be
willing to pay their own way. This is an admirable
trait, deserving of much encouragement.
