Yes it is.  It is released under the same license as the eclipse IDE.
It's yet another instance of an open source project being built with
close source tools.  

BTW, I was at PyCON a few weeks ago, where they were presenting.  I
didn't go to their talk.  (I've finally ellimintated MS from my
life...why would I invite them back in?)  However, I was sitting behind
a few of the developers at lunch, and a couple of the talks.  And
needless to say I caught bits and pieces of their conversations.  (I
think I was the only one there w/o a laptop for browsing inbetween
talks.   I left my desktop replacement back at the hotel room.)

(Btw, PyCON is a great deal of fun.  If you can get your employer to pay
