Well some times the FCC will respond to complaints of private citizens.
I will at times read at the ARRL's web site the enforcement letters that
they send out.  And there are many letters that are sent to people that
have part 15 devices causing problems for others.  Most of the time it
is causing a problem to a HAM, but not all the time.  And Ham radio
operators are not just another 3 letter government group. You can see

page http://www.arrl.org/search/?exp=1&q=enforcement+letters will return
a list of pages with more enforcement letters.

Sadly he is awake and lucid.  If the author of the article or the person

who originally posted the link to the list were to buy such a device and

their neighbor complained to the FCC, under part 15 they would be held 
accountable and would have to shutoff or move the device.  This is the 
law.  Will the fcc care... that is a different subject altogether, they 
clearly wouldn't (unless your neighbor was the DOD or some other three 
letter government organization).
