You can complain that your neighbor is causing a problem, and since both
are part 15 devices, neither can cause interference, so if a part 15 is
causing interference to another part 15 device (or other part of the FCC
regs device or user) then that part 15 device that is causing the
interference must be rectified, by either being turned off or moved.

The Part 15 regulations specifically state that a device may not cause 
harmful interference AND MUST ACCEPT ALL SUCH INTERFERENCE.

So, how exactly, do you complain about interference to a device that 
specifically has no legal protection from such interference. Intent or 
no, with Part 15, you're just S.O.L.
