[wplug] OT: creating uniform size icons?

I would like to create uniform icons for my website, I tried just
forcing the size but some images don't scale down well and look icky.
I would like a way (preferably an automated script or something in
Linux) that can do this. If there is a way to do it in Gimp I'd also
like to know how. My Gimp knowledge is very minimal. Here is a nice
example of the type of uniform icons I'd like to make:

Just curious how people do this.
