Lack of static IP does not mean inability to run your own server. I've
run a web server on my comcast account just fine for the last two and a
half years. I've changed IP addresses once -- heck, even when I moved,
cancelled the service in my name and reupped in my wifes name to get the
el-cheapo rate my IP didn't change. I use dyndns customdns to handle
that sorta stuff -- $30 for the life of the domain, not a bad deal at
all. This little webserver has been slashdotted and dugg'd on my
comcast line, and while stuff got slow - it didn't completely die.
The bigger problem is that if you're on every blackhole list for email
-- so don't run your own mail server. Of course, you're probably better
off letting someone else do that anyway.
