DSL DSLAMS and Cable Modem equipment like to cache MACs.... "CAM Tables"
(Cisco) or "ARP Tables" (Other) for absurd defaults.  The equipment
refuses to honor Gratuitous ARP on top of that. 

Telcos are clearly not qualified to operate this equipment.

That's where the the MAC cloning feature came from.  A guy who spliced
copper in manholes for 20 years gets his job eliminated.  Union
guarantees him a position in the industry.  They train them formally on
telco gear administration for 48 hours. 

The next thing you know they're operating C7200 VXRs in a NOC somewhere,
typing access-lists with one thumb (the left one), and forgetting every
time that there's an implicit "block ip any any" line.  Meanwhile they
don't even know what the purpose of ICMP is.

I hate telcos.
