Confucius say: "Rules are rules, except when there are exceptions."
Read the proviso <http://www.wplug.org/pages/proviso> to see the
exceptions, like this:
3.2 Voting Rights
The first paragraph of this section shall not apply to any Member
admitted prior to November 1, 2005.
Any member admitted before 1 Nov gets to vote right away. Members who
join later have to wait two months before they can vote. The idea is
to prevent, say, 500 Microsoft employees from joining the day of an
election and taking over the group.

The existing (might not be nice to call them "old") board consists of
Beth Lynn Eicher and Mark Dalrymple.

These are the five people to be elected on November 5. Once they
take office, the stuff in the proviso pretty much goes away and WPLUG
operates solely under the new bylaws.
