[wplug] why so many interum kernel versions?

Why are recent kernel revisions showing an additional
number group?
2.6.x is now 2.6.x.y whereas they used to do 2.6.x.rc?
and the expectation was that an rc release might not
be stable.
Have the kernel developers changed policy or do these
interum versions reflect a lack of quality control
resulting in bug fixes that shouldn't be necessary if
releases were tested before being posted?
