Sometime in March Drew from Zhrodague assaulted the keyboard and produced:

God I feel weird defending Verizon here, but it's designed to prevent
government from competing with a private entity (Verizon in this case). The
government can afford to provide services at or below cost, which
discourages competition and is bad in general. That's why I mentioned that
this law doesn't preclude a group of people, non Verizon entities if you
will, from setting up a wifi cooperative. In this case the people who use
the service pay for it and it isn't subsidized by those who do not use it.
