I agree that the default resource limits on most Linux distros are too
permissive to the average user, and it's been that way for too long.
The work around on a Fedora/Redhat server is to edit
/etc/security/limits.conf.

Unfortunately, I can verify this on Fedora Core 3, with the latest
kernel.
