I thought that subnet looked familar, you're using SC Broadband just
like me. You should be able to get ~60k/s.
Bittorrent, like Gnutella clients, does requre that your router have
inverse TCP port mappings/redirects.
ex ipf:
rdr ep0 216.170.102.137/32 port 6891 -> 192.168.1.13 port 6891 tcp
