Sounds like your RPM db is munged.

Delete the DB files and rebuild rpm database. (or try to rebuild first, then delete and rebuild if that does not work)

Not sure what the syntax is on FC - will either be rpm --rebuilddb or rebuilddb

I have recently installed Fedora Core 4 and need to add some "Extras".  I
have downloaded the RPM's from the Fedora site but when I try to install any
of their rpm's I get an error message that says, " can't create transaction
lock on /var/lib/rpm/__db.000".  I checked in this directory and that file
does not exist. There is a .001, .002 and .003.

Any idea what is wrong and how to fix it?
