A couple of points:
1) Fdisk cannot tell you/control what type of file system is on the partition. 
 It
   can only tell you what type of partition it is.
2) If you want to have a vfat filesystem on the partition, you have to create a
   vfat filesystem.  The simplest way to do that is use something from Windows 
   to "format" the partition and format it as fat16 or fat32.
