As stated by somebody else penntelecom only colocates in some of verizon's
CO.  Your best bet is to call one of the listed ISP's and have them do a
prequalification for you.

Expedia (ex-stargate) and the company I currently work for (FYI
Networks) only offer services to buisnesses.
