[wplug] VoIP question, and part of it majorly OFFTOPIC at a point

I am looking for an odd VoIP solution to a "problem" I have.  I am
looking to sign up for a VoIP service.  But here is the twist to it. I
don't want it to be US based, I want it to be Austria based.  I am
looking to spend about $30USD (about 20 euros) I am assuming since it is
VoIP it should not matter where in the world I am when I use it.
And why do I want it to be based in Austria? it is because my sister
lives there, and I want it to be a local call, so I don't blow over $30
a call, and so it is a local call for my sister so she can call me too.
