May I recommend Tux Magazine, http://tuxmagazine.com.  I have found it 
fun reading as a newbie.  Plus, its a free download subscription.

As for a magazine with monthly CD/DVDs, Linux Magazine from the UK seems 
like your best bet, but unfortunately beyond your limit.
