I don't have a Linux system in front of me, but it seems like that
wouldn't work, especially if /usr/bin/nice isn't listed in
/etc/shells.

Probably best to set this in /etc/security/limits.conf - see "man
limits.conf" for details. If you set a hard limit they can't
raise their priority. Something like:
test hard priority 10
