In addition to David's answers:

Bochs is a program almost on par with VMWare.  It's OSS.  The two biggest
problemw with Bochs are that is dreadfully slow and the setup is pretty
involved.  However, it does neat stuff like let you simulate IA64 hardware
on an IA32 box, which VMWare can't do:
