This definitely is not true.

Colo you provide the equipment and you manage and maintain it. The data
center only provides rack space, power, and in some cases bandwidth (other
cases you are responsible for getting your own bandwidth). You are
responsible for just about everything except rack space, power, and
sometimes bandwidth.

Dedicated servers the provider owns them and maintains the hardware and
bandwidth. You are responsible for backups, software, etc still.

If you colo w/ an ISP (or dedicated web host), then they are responsible
for the upkeep and backups etc of the equip.
If you self host, then you may learn more, since you can experiment a
bit.

I have done both and knowing someone else with more knowledge is keeping
the roof on the house, helps me sleep better at night.

But self hosting is more fun albeit a lot more work.
