[wplug] What is this World Intellectual Property Concept that RMS is pushing?

I just skimmed it. Interestingly, it appears to come out of public
health. To me this implies HIV drug patents. It also has language which
sounds like it's an attempt to enforce IP laws in LDCs that just
normally ignore IP and steal whatever they can lay their hands on.
Without knowing the history it's waaay too cryptic to say much more. And
I have an interest in IP law from my big-pharma days....

I followed the link from www.gnu.org and found that the thing that RMS
is pushing appears to be this international proposal on intellectual
property:

I read the document.  It appears to be written by lawyers and I can't
figure out what it really means.  Does anybody have the Readers Digest
version?  Is this a far-out wacko socialist communal property concept? 
Or is it a legitimate defense of the open source community?
