[wplug] default quota when adding user

I've been playing around with the quota stuff to trying and get familiar
how it works. I've got user quotas set and everything seems to be workin
well. I have a question. When I add a user, is there a way to specify a
default quota? So I don't have to remember to set the quota when I add a
user?
