[wplug] escaping double quotes in enivronment variables

Sometime in November Bill Moran assaulted the keyboard and produced:

| export RSYNC_OPTS="-av -e \"ssh -2\""

That gives me the same error. Fwiw, I belive using literals (') means you
don't have to escape anything, but my knowledge here is pretty weak.
