[wplug] Apache configuration: ghost in the machine...

Sometime in November Craig Gomulka assaulted the keyboard and produced:

This is perplexing. It would seem that your permissions are incorrect for
this file, but the following:

| > | -rwxr-xr-x  1 apache apache 21 Nov 24 20:22 phpinf.php
| > | -rwxr-xr-x  1 apache apache 21 Nov 25 23:04 test.php

looks fine. The only other thing I can think of is the permissions of the
parent directories of the document root. Since a phpinfo.php file works in
your document root, but the test.php does not, then the implication is that
the permissions are correct.
