[wplug] Problem making boot/root floppies

I've run into a brick wall trying to make a boot/root floppy set for use as
a rescue system.  I'm following the instructions in the Tom Fawcett Linux
Bootdisk HOWTO, with system specifics as follows:

Kernel:    2.4.25
Glibc:     2.2.5
Lilo:      22.2
E2fsprogs: 1.34

The problem I most often see is "Kernel panic:  cannot find init", after
aparently successful decompression of the root filesystem.  Occasionally, I
see "Kernel panic:  cannot mount root filesystem on 02:00".

Strangely enough, I *am* able to mount the new root filesystem using an old
boot disk I made over a year ago, using a kernel from the 2.2 series.  The old
root filesystem will *not* be successfully mounted with the new boot disk.
This leads me to conclude that the problem is on the new boot disk, but I
cannot figure out just what that problem is.

Any suggestions would be greatly appreciated.
