[wplug] [wplug-announce] wplug.org downtime today

If everything goes as planned today, the machine that hosts the website
and mailing list will be replaced with a faster machine. The slight downside
is that the website will be intermittently unavailable through-out today
while we swap hardware and debug some last minute configuration changes on
the new machine.
