While you did create a *partition* that is the new size, the 
*filesystem* on that partition is still the original size.  parted and 
other utilities like it actually modify the filesystem and "stretch" it 
to the new size.  You are fortunate ... you grew the partition.  Had you 
tried to shrink it in this manner, you would most likely have lost data, 
depending on how fragmented the windows file system is.

You need to either recreate the filesystem on the partition, or use some 
tool to resize it.
