When you try the 'ip neigh flush all' what does 'arp -a' and 'cat /proc/net/arp' respond with? It's possible the cache is flushed but you're seeing residual entries that show the IP address but do not have the mac address.

I want to thank all those that offered helpful suggestions and comments
regarding the arp cache issue. The discussion has been very interesting.
But, I have not been able to clear the cache.
I tried the ip neigh flush all.
I got the command line back suggesting that the command executed OK, but
when I then entered arp -a, the arp cache remained unchanged.
Is there something else I need to do to ensure that the ip command is
working properly?
Is there some way to use a wild card to name all hosts so that
arp -d <wildcard>
would work?
arp -d <specific host name>
works OK to clear the named host from the cache.
