Are you able to telnet to the server locally on the host (127.0.0.1
etc), if so, do you have a firewall running and the right access
permissions set up in your xinetd stuff?

I need to start telnet-server on Redhat 8.  I have installed the package
and tried running xinetd but still cannot log onto the PC.  I can ping
between the two pc's so I am pretty sure it is not a hardware issue.
Any ideas on
what I need to do to get telnet-server running.   Yes I know ssh is the
right way but this time it has to be telnet.
