[wplug] Webserver having trouble serving images (2)

Ok, it seems it's actually a different problem.

I have two machines on a network here.  One is a webserver, the other my 
desktop.

It seems that through my desktop's browser, anything I try to download
from my webserver goes VERY slow.

I ssh'd into my friends box and I could grab stuff at a normal rate of 
speed.  

Why would there be such a discrepency?

Notes:
Desktop: Mandrake 9.1
Webserver: Debian Woody, Apache 1.3, PHP 4.3
Router: Netgear
