Sometime in February Casey West assaulted the keyboard and produced:

the argument, as i've heard it, is that the linux kernel by itself is not
very useful. what makes it usefule is the kernel and all of the tools it's
distributed with. so when referring to the linux kernel, rms would call it
'linux'. alternatively, when referring to a linux distribution (linux + a
lot of utilities e.g. gcc, gnuplot, etc.) rms wants people to call it
gnu/linux because without the programs linux wouldn't be very useful. 

now this argument seems a bit flaky, because for me linux wouldn't be very
useful if it wasn't for things like apache, perl, mutt, etc. since not all
of the tools are made by the gnu folks. so i would have to call redhat:

apache/perl/postgresql/mutt/..../linux

like i said the argument rms makes doesn't make much sense, but the reason
you posed is not the one i've seen attributed to rms.
