[wplug] Internet Service Providers - Commercial Accounts

I'm in Westmoreland County, near Greensburg, PA.

Does anyone know of internet service providers for business / commercial
accounts?

I'm looking for alternatives to Comcast. They offer business accounts
with static IP's and also allow servers, however the IP addresses they
use are actually a block taken from their residential dynamic pool.
Therefore, mail servers usually will deny connections to servers coming
in from these IP ranges since they appear dynamic.
