If I understand what he's asking about it's different than what Linux
does. In linux, you can jump from runlevel 1 to runlevel 3 or 5. In HP-UX,
you start at 1, start everything there, then move to level 2, and start
everything at that level, then move to 3, etc.

So instead of having a symlink in /etc/rc?.d/ for each runlevel you want a
service to start at, you just put a link in the level you want to to
start, and it will be started at that level or higher.
