Some simple questions that may have already been addressed, in which 
case accept my apologies.

1) is your MTA behind (x)inetd? (= slow)

2) have you tried turning off the mailserver's firewall briefly, or 
alternately, logging all dropped packets during the 20 some seconds that 
you're talking about?
