"password server" should be left at its default value, which is disabled.
You only need to set "password server" if your Samba server gets its
security information from another SMB server.  If it's the domain controller,
then it's incorrect to set this.

WINS is only needed if you're trying to maintain browse lists across 
bridges that don't pass broadcast traffic (i.e. routers)  If you are doing
that then, either Samba, or 1 of the windows machines should be set up as
a WINS server, and all machines should be told to use it as the WINS
server.  Otherwise, it's just unnecessary admin overhead, and a source
of weird problems if setup incorrectly.

On a related note, Microsoft seems to be abandoning WINS in favor of
hacking the DNS to make it work for their purposes, so I wouldn't use
it anyway unless I couldn't get DNS servers handling the issue, or if I
had older systems (like Win98) that don't really understand DNS.

If you have machines that sometimes don't show up in the "Network
Neighborhood" or weird behaviour in "Network Neighborhood", that's a
good sign that WINS is set up incorrectly.
