[wplug] file permissions/ownership changing automatically?

It seems some of my directories and file change automatically.

Like I changed the owner of /mnt to root:sugapablo.  It will stay like 
that for an hour or so, and then revert back to root:root.

Also, I changed the permisions of one of the logs in /var/log so my 
normal user could read it, and it too, changed back to it's original 
permissions by itself.

What is causing such a thing?
