[wplug] Custom FTP access error (vsftpd)

I installed an anoymous FTP service just now.  I want to limit 
connections, but I'd like to make a custom 421 error, so that it says 
something besides "421 Service not available, remote server has closed 
connection".  (I'd prefer it to say something like "All connections 
full, try back momentarily".)

Anyone know how I can do this?  I don't see anything in vsftpd.conf.
