Remeber the "I Love you" Worm?  We'd need comporable Laws in ALL 
countries for this to work.

The best solution to this issue is a Good Front Line Defense, We close 
the Open Relays, Document all abuses as well as provide a Convenient 
Mechanism for Rejecting or Discarding Unwanted Email before it enters 
the system.  So if you want to provide prosecution with the Viriginia 
Laws, you can document, who, what, when ....

While I am sure that the FBI Would Love to have a few more people able 
to process Cyber Crimes, all of their jurisdiction ends at our Country's 
Borders. 

The SPAM Makers are using more soffisticated Tools to generate their 
wares, we'll need more efficient tools to filter them out.

The SPAM Zapper is a Server Based Solution, supporting the needs of the 
many, using the Linux OS.  Another Great Implementation of a Flexible Tool.
