[wplug] VSFTPD Problems

Well, I had vsftpd going just fine and hours later with no intervention 
it no longer works and is driving me crazy... Here is the basic setup:
RH9 (init3)
algx.com connection w/ their router
External IP nat'd to 192.168.100.254 via router

Problem is I have tried to make an ftp connection on the server to the 
server via the internal IP and the external IP with these results:

(first try)
[frankh at my]# ftp 192.168.100.254
Connected to 192.168.100.254.
421 Service not available, remote server has closed connection
ftp> bye

(second try)
[frankh at my]# ftp xxx.xxx.xxx.xxx     <<<(external IP)
Connected to xxx.xxx.xxx.xxx.     <<<(changed for security)
500 OOPS: could not bind listening socket
ftp> bye
[frankh at my]#

When I query vsftpd for its status I get:   vsftpd dead but subsys locked
as the error message. I have removed vsftpd via rpm with a little clean 
up and got the latest from the RH site and re-installed vsftpd, with 
reboots in between, without any success! It still will not work!!! I 
thought that vsftpd may have been broken or got trashed some way, but it 
seems the code is good. I have it running on 2 other machines and 
haven't had not one problem ever.

Does anyone have any suggestions on what I am missing? Should I put a 
.44mag in the brain of this beast???
