I had the same problem recently, as a result of trying emerge -u world. The 
problem is with the "shadow" package. I was able to fix the problem by 
deleting /etc/pam.d/login, then re-emerging shadow, and pam-login. This 
recreated the files in question. The bug report documents further. Good
