Someone wrote a php web based system using rrdtool to backend the graphing,
it was very nice.  Nagios is pretty sweet as well for network monitoring.

You might be refering to mrtg? mrtg was written first and then rrdtool was 
abstracted out as a general purpose tool. I'll probably use the perl 
frontend to rrdtool so I can get some more perl practice in.
