That implies that /etc/rc.d/rc.d/rc.local exists if you did exactly what I 
did. does /etc/rc.d/rc.local exist?

On a related topic, when I last read this HOWTO, I found it very 
informative. It seems to be a bit dated because it only seems to mention 
LILO, but it should be helpful if you keep in mind its age.
