Double check and see that rc.local is setup to run on startup. On Red Hat 
(This is SysV-style right?) it looks something like this:
[jo2y at dax rc.d]$ pwd   
/etc/rc.d
[jo2y at dax rc.d]$ ls -la */*local
lrwxrwxrwx    1 root     root           11 Apr  3 11:08 rc2.d/S99local -> 
../rc.local
lrwxrwxrwx    1 root     root           11 Apr  3 11:08 rc3.d/S99local -> 
../rc.local
lrwxrwxrwx    1 root     root           11 Apr  3 11:08 rc4.d/S99local -> 
../rc.local
lrwxrwxrwx    1 root     root           11 Apr  3 11:08 rc5.d/S99local -> 
../rc.local
