[wplug] Missing inetd.conf

Several distributions are replacing inetd with xinetd which has more 
options and features. Your system might be one of them. The downside is 
the config file format is changed a bit. I don't have a good url with 
details, but you could start with man xinetd, and look in /etc/xinetd.d/ 
for examples.

/etc/samba/smb.conf is also the current location for that file on most 
systems I've seen. I want to say that happened around Samba 2.2.x. Perhaps 
you're looking at an outdated HOWTO?
