Hi Henry... You could try this fake out and then fix it all later... 
Make a directory in your account called test and then make inside this 
directory a directory called etc and a directory called anything. Put 
the file in the anything directory and untar it there... When it wants 
to go up the one directory and go into etc then the etc directory will 
be there for it to find. BUT, this has to be done 2 directories deeper 
so it can make the etc directory inside your account home where you 
have permissions...
