You're right, it's one extra layer of security (a little bit obscurity
never hurt anyone).
It seems that your DHCP *client* is requesting the same IP over and over
again from your ISP. This doesn't have much to do with the DHCP server
you may be running for your internal network. It might help forcing
your address leases to expire (there must be a switch to your dhcp
client to do that), or just deleting the leases database at every
shutdown.
I haven't got Slackware installed right now so I can't read through the
configuration files to find out how this can be done, but I would
suggest a couple "diagnostic" commands to get you started:
# apropos dhcp
# grep -R dhcp /etc (the sledgehammer approach)
Let us know when you find it, it's a useful thing to know!
