Don't use EST.  EST is for areas that don't use DST.  Use EST5EDT or
American/New_York.  Then it'll automatically display the correct time for
EST and EDT.

When we go from EST to EDT and vice versa, the actual time on the machine
does not change.  The only thing that changes, is the display of the time.
If you do a 'date -u' before and after the switch to EDT, you'll see that
the actual time hasn't change.
