Let's see if I'm following:
  You set to EST and it doesn't change time so you wrote a script
  to do that and are sharing it with wplug.

  Lance proposes another method to achieve the same: to set
  timezone to EST5EDT or New_York, which is completely different from
  either EST or EDT.  It causes Linux to automatically switch
  at the right time.

Seems to me both ways will work.
Your way comes with the satisfaction and deeper
understanding that comes with writing a script.
